Exporting from Zimbabwe - The Passports to Export

Any person ordinarily resident in Zimbabwe, whether individual or corporate, can export any of the uncontrolled goods from Zimbabwe without any need of a special authority. The potential exporter does not necessarily need to be a manufacturer of the product – all the entities throughout the chain of distribution can move the identified goods to international markets, provided the person has all the ‘passports to export’ from Zimbabwe. The following are the passports for exporting goods from Zimbabwe.

Registration of an Exporter
One has to register his/her name with one of the Zimbabwean registered Commercial Bank or Merchant Bank. The registration is a once off exercise which does not take hours to complete. It is a simple procedure which calls for submission of documents
  • Copies of National Identification Card of an Individual Exporter
  • Proof of Residence for Individual Exporter
  • Copy of CR14 for corporate exporters
  • Copy of Certification of Incorporation in Zimbabwe for corporates
  • Duly completed Registration Form for both individual and corporate exporters
Relevant Export Licenses and Certificates of Origin
Export licences are only applicable to goods which are not of Zimbabwe origin but being exported form the country. The licences are obtainable from Ministry of Industry and International Trade. If goods are of Zimbabwean origin as defined by Rules of Origin under specific Bilateral agreements with target export market, it is wise for an exporter to complete a certificate of origin, to qualify for preferential treatment when goods enter the destination country.

Getting a Form CD1 for Specific Shipment
Once registered, the exporter can submit the Commercial Invoice to any registered Commercial Bank or Merchant Bank for creation of a Form CD1. This process should ideally not take an hour to complete per each Form CD1. 

For the exporters who wish to raise their Forms CD1 from own premises can register their staff members for access to the system called CEPECS. Raising Forms CD1 from own premises has many conveniences including ability to create a Form CD1 outside business hours, reports which track maturities of Forms CD1 and use of own corporate stamps on Form CD1 instead of visiting Bank branch for stamping.

A Form CD1 is a declaration form on which an exporter attests to the Exchange Control authority, Reserve Bank of Zimbabwe, the value and quantity of goods to be exported. This form should be completed with acquittal in mind. A standard acquittal period (the period within which the payment for the exported has to be received in Zimbabwe is 90 days).

Completion of Customs Procedure
Once the exporter has obtained the Form CD1 from the aforementioned sources, s/he should proceed to any Inland ZIMRA export processing office for a Bill of Entry, as pre-clearance exercise. The exporter simply gives his Form CD1 to a registered Customs Clearing agent for this formality, who completes the Bill of Entry in the ASYCUDA World system. Bearing in mind that the Bill of Entry needs assessment (which normally takes at most 6 hours, registering a Bill of Entry while at the ZIMRA Port of Exit is not ideal. 

Consignment Notes
For every export, there is a consignment note submitted to Customs office, which is filled in a standard format. These notes act a proof of export to Customs; they are very important for making claims under drawback of duty and cancellation of exports. The type of consignments notes are as follows:
  • Rail Advice Notes – issued by National Railways of Zimbabwe after being handed over the goods export. It should be accompanied by a notify party of instruction
  • Airway Bills – issued by the airline after being handed over the goods export. They should be accompanied by shippers instructions
  • Road Consignment Notes – issued by the road carrier after being handed over the goods export.
Documentation for Controlled Exports
In Zimbabwe, the exporter should look for speciliased permits/ authority for the controlled exports. The controlled exports are:
  1. Wildlife and Wildlife Products
  2. Agricultural Products
    - Grain
    - Dairy products
    - Seed
    - Fresh farm products
  3. Livestock (pedigree, for shows or competition etc)
  4. Live Horses
  5. Used agricultural equipment
  6. Second hand industrial equipment including scrap metal.

In Zimbabwe, ZIMRA, as a Customs Authority, is charged with the responsibility of certifying an exporter's production process which generates the goods of a Zimbabwean origin, as per Rules of ORIGIN. There are no costs for the ZIMRA certification process; the prospective exporter only has to visit ZIMRA Commercial Offices and get data sheets for completion. Thereafter, the ZIMRA officials will visit your production premises for assessment at no cost to the exporter. After successful ZIMRA registration under a particular Bilateral or Multilateral Agreement, the respective blank Certificates of Origin (which accompany each export at per exporter's discretion) are then bought at nominal fee from Ministry of Industry and International Trade, ZNCC, ZIMTRADE and other exporter representative offices.

  3. I am an exporter of some steel cast products to the mines in Zimbabwe. I have an opportunity to buy the spent castings back as scrap metal for re-importation into RSA. What are the implications and is it even possible? I find lots of old articles where scrap exports have been banned in Zimbabwe. Are there duties?

  4. It is true that, as at this date, scrap metal exports from Zimbabwe are banned. In my judgement, the export of scrap metal from Zimbabwe was banned to (1) promote use of the same material (in addition to use of iron ore) in manufacturing steel by local industries (2) to curb the movement of farm equipment from Zimbabwe following the land invasions, as the farm equipment could be moved, by the commercial farmer who had lost farms under the 'Fast Tract Land Reform programme', from the country to neighbouring countries under the disguise of scrap metal (3) to curb export of some (high valued) minerals under scrap metal tag.

    Like I mentioned in my main article under the subtitle 'Documentation for Controlled Exports', scrap metal is one of those items which need a special export permit. Any potential exporter who wish to export scrap metal should approach Ministry of Mines for the permit. Should one be successful in getting the export permit for exportation of scrap metal, there are no export taxes or duties associated with the same.Only the ordinary export documentation needed by ZIMRA for export clearance need to compliment the obtained export permit. The other way around the challenge would be sort the scrap into defined products like ingots or something and export them under the name 'ingots' or something rather than scrap metal. Feasibility study of doing the same would need to be carried out with some care, in liaison with ZIMRA and Ministry to avoid wasting time on something that would be denied exit from Zimbabwe.

      Generally speaking steps in exporting are mainly determined by

      1. Documentary requirements of exporting (which have been covered by the main article) as well as importing countries for that class of goods.

      2. INCOTERMS agreed upon between the exporter and the foreign buyer. ie steps needed to export under EX-Works delivery terms are shorter t than say Delivered Duty Paid terms

      Whilst your question is taking about Italy, you may need to remember that the conditions under which goods enter Italy are generally recognised as EU standards. For example the EU Rules of Origin conditions which call for EUR1 Certificate of Origin for all EU members countries.

  5. I am looking at exporting from Zimbabwe milled products i.e. ground flour and maize meal to the SADC region. As these are not agricultural products but products of the milling industry are there any export restrictions. I have been in touch with ZIMRA but have been referred to the Ministry of Agricultre but no one there can point me in the right direction. Your assistance will be greatly appreciated.     Sorry for the delay in responding. I thought I had posted the response only to realise now that your request for support has not been attended to, as at this date.

    Sadly, since the export of maize and wheat from Zimbabwe are banned due to perceived internal shortages of the commodities for local production and for reserves, the products or by-products of the same agricultural commodities are also banned. No exporter can export products and by-products of wheat and maize, without an export permit from the Ministry of Agriculture. Unfortunately, the Ministry is not issuing such export permits at the moment, hence in ordinary exporter's words, the commodities are banned - though there is no Statutory Instrument to the same effect. Keep on knocking at the Ministry of Agriculture's door for an export permit, who knows, you may be the first to get the export permit and fulfil your business vision. The world of commerce is not easy, you have to learn to push things to move and be the pace-setter.

    1. For you to be an agent for exporters/importers you may have to register with ZIMRA as a declarant. There is an association of clearing agents which may give you more information . But will try to look for more information for your from ZIMRA and share with you here. Don't through away your dream!!

      But just in case I have misread your objective. You can be an export agent (as in being an exporter on behalf of other suppliers). This is not what a clearing agent is all about. For being a export agent, you may need to be registered as an exporter in Zimbabwe wit RBZ and ZIMRA systems and you start your business - when it come s to clearing your goods you use the existing clearing agents.

To attract more exporters this needs to be easy to access. But this is great. I almost missed the article as it was written in 2008.       Since Certificates of Origin are given under specific bilateral or multilateral agreements, under which the qualifying goods/products enter the territory of one another without payment of customs duty, it therefore means that you need to register each product under a bilateral or multilateral agreement of your preference, depending on your choice of market.
